EU-UK ETS linkage negotiations

In the context of the EU-UK Emissions Trading Systems (ETS) linkage negotiations, Zero Emissions Platform (ZEP) joined more than 55 key players from across the industry and civil society to address a joint letter to the European Commission President Ursula von der Leyen, the UK Prime Minister Keir Starmer, and other European Commissioners and UK ministers.

Key recommendations

  • Welcome the EU and UK’s commitment to linking their ETS.
  • Stress the importance of advancing negotiations on the recognition of cross-border CO₂ transport and storage.
  • Call for the creation of a dedicated EU–UK Working Group on CCS and CCU under the Trade and Cooperation Agreement.

Industrial carbon management is key in both the EU and UK’s decarbonisation strategies. By aligning their ETS systems and establishing a structured forum for cooperation, they could accelerate cross-border projects, provide predictability for industrial investments, and help both sides of the Channel meet their climate targets.
