€160 million Connecting Europe Facility funding for 3 CCS projects

Outcome

Member States have agreed to invest €602 million in 8 cross-border energy infrastructure projects under the Connecting Europe Facility (CEF) on 8 December 2022. Close to €160 million will be dedicated to 3 CCS projects in Belgium and France (1 work and 2 studies) for the liquefaction and transport of CO2.

CCS projects

  • Antwerp@C CO2 Export Hub (€144.6 million) – This funding will develop infrastructure in the port of Antwerp (Belgium) to enable industrial emitters to transport, liquefy, and export their emitted CO2 to storage sites.
  • Ghent Carbon Hub (€9.6 million) – This funding will finance studies for a CO2 liquefaction terminal in Ghent (Belgium) and CO2 pipelines that would connect the terminal to industrial emitters in the region.
  • D’Artagnan Dunkirk CO2 Hub (€5.2 million) – This funding will finance studies for the development of infrastructure in the port of Dunkirk (France) that would collect and liquefy CO2 from various emitters before exporting it to storage sites.

Background and next steps

The European Commission (EC) opened a call on 18 May 2022 to support works and studies that will enable the implementation of PCIs under the TEN-E. The EC evaluated the applications and Member States approved the EC proposal in the CEF Coordination Committee on 7 December 2022.

The formal adoption of the decision is expected in the coming weeks. €5.35 billion of CEF Energy funding is available for the 2021-2027 period.
