ZEP is structured through expert-led thematic working groups which bring together industry, researchers, civil society organisations and financial actors from ZEP's membership.
Policy Working Group
Policy Working Group
Meets every four weeks to discuss policy frameworks and funding instruments affecting industrial carbon management at the EU and national levels. This includes the Clean Industrial Deal, the Industrial Carbon Management Strategy and the Net-Zero Industry Act. This is where ZEP’s policy positions are developed, discussed and refined.
Technology Working Group
Technology Working Group
Meets every 6 weeks to exchange information on technical topics relating to industrial carbon management projects, discuss recent research, technical barriers to deployment, and explore solutions to overcome them. It helps develop ZEP’s analysis and publications on issues related to technology and deployment.
Finance Working Group
Finance Working Group
Meets every 8 weeks to exchange insights on how to finance industrial carbon management projects, covering financing mechanisms, bankability drivers and the role of public support and risk-mitigation in mobilising private capital for carbon management and CO₂ infrastructure projects. This group also develops recommendations for policymakers on related topics (e.g. InvestEU, tax incentives, blending mechanisms under CEF).
CDR Working Group
CDR Working Group
Meets every 6 weeks to discuss policy and market developments related to permanent carbon dioxide removals. This includes EU Carbon Removal Certificates, permanent CDR projects, the EU Carbon Removal Buyer’s Club and broader developments of carbon markets. The group supports ZEP’s contributions to the European Commission’s Carbon Removal Expert Group and international initiatives, such as Mission Innovation CDR.
Governments Group
Governments Group
The Governments Group is a platform for public officials at the EU, national and regional levels, who are actively working or interested in industrial carbon management. As an informal forum, it supports the exchange of best practices and technical knowledge between governments, helping ensure that policy design reflects technical realities and deployment experience.
